Where to seek help
Apply to QPILCH
The aims of QPILCH are to identify major issues of public interest
needing legal assistance
best provided by private lawyers, and to match poor and under-represented
individuals
with private lawyers and other professionals willing to provide
the services they need
without charge or at discounted charging rates.
Before the merit of an application for assistance or project is
assessed for referral, compliance
with the following criteria is required. The applicant must demonstrate
an entitlement to
pro bono legal assistance being either:
- a non-profit association, or
- to the satisfaction of QPILCH, ineligible to obtain legal aid
and of insufficient means to
afford the required legal services at the applicable charging
rates and the matter is a
legal matter of public interest in that it:
- affects a significant number of people, or
- raises matters of broad public concern, or
- requires legal intervention to avoid a significant and avoidable
injustice, or
- particularly impacts on disadvantaged or marginalised groups,
and requires a
legal remedy or other legal assistance, and requires addressing
pro bono
public ("for the common good").
The applicant should complete an inquiry form. The inquiry form
is obtainable from QPILCH,
member firms or partner agencies or can be accessed from the forms
section below.
QPILCH will assess the matter. If eligible, the matter will be
referred to a member firm or barrister.
If a referral is accepted by a member firm, the person seeking assistance
becomes a client of the
firm, and the normal solicitor/client relationship in pro bono matters
is activated. The firm and client
will sign a pro bono client agreement (see forms below) which will
set out the scope of the
pro bono work and cost obligations (if any).
