Secondary Movement Relocation (Temporary) (Subclass 451)

This is a temporary protection visa valid for 3 years, and the visa holder can apply for successive temporary protection visas every three years after this, unless the Minister allows a permanent refugee visa application to be made.

This visa does not give the right to government settlement assistance or family reunification.

It is a single entry visa, meaning that if the visa holder leaves Australia, he or she will not be allowed to return to it. The first subclass 451 visa can only be granted if you are outside Australia.

This visa is for people who:
  • have moved from a safe first country of asylum to another country, before applying to enter Australia
    and
  • suffered persecution or substantial discrimination, amounting to gross violation of human rights, in their home country; or are women suffering persecution or registered by the UNHCR as being of concern
  • do not have protection from any other country
